CMAC Attended the 3rd Business Conference on GBA Development and Released the Guideline for Ad Hoc Arbitration in the Guangdong Pilot FTZ

On September 15-16, 2025, the 3rd Business Conference on Guangdong-Hong Kong-Macao Greater Bay Area (GBA) Development (Conference) was held in Guangzhou. The event was co-hosted by the China Council for the Promotion of International Trade (CCPIT), the People's Government of Guangdong Province, the Government of the Hong Kong Special Administrative Region, and the Government of the Macao Special Administrative Region. On the Opening Ceremony on 15 September, Huang Kunming, Party Secretary of the Guangdong Provincial Committee attended; Jiang Xinzhi, Vice Chairman of the Chinese People's Political Consultative Conference (CPPCC) attended and delivered an important speech. Ren HongbinPresident of CCPITWang Weizhong Governor of Guangdong Province, and Lee Ka Chiu, Chief Executive of the Hong Kong Special Administrative Region, attended the opening ceremony and delivered opening speeches. Sam Hou Fai, Chief Executive of the Macao Special Administrative Regionand Liu Jun, President of the Industrial and Commercial Bank of China (ICBC) respectively delivered video opening speeches .

Witnessed by the distinguished guests presented at the opening ceremony, CMAC and CCPIT Guangdong Committee jointly released the Guideline for Ad Hoc Arbitration in the Guangdong Pilot FTZ (“Guangdong Pilot FTZ Ad Hoc Arbitration Guideline).

The release of the Guangdong Pilot FTZ Ad Hoc Arbitration Guideline promptly responds to the special arbitration outline of the newly revised Arbitration Law of PRC. It systematically compiles the procedural rules and key considerations for domestic and foreign companies conducting ad hoc arbitration in the Guangdong Pilot Free Trade Zone, satisfying the practical needs of parties for diversified arbitration services and providing clear guidance for businesses and other market entities opting for ad hoc arbitration to resolve disputes. The Ad Hoc Guideline aims to promote the ad hoc arbitration practices that are aligned with China's legal framework, grounded in advanced concepts, consistent with international standards, and characterized by standardized procedure and flexibility, in order to establish a "Guangdong Model" with demonstrative effect for resolving foreign-related maritime and commercial disputes, thereby further optimizing the business environment of the Free Trade Zone and driving its high-quality development.

Dr Li Hu, Vice Chairman and Secretary-General of CMAC, delivered a speech upon invitation in the Symposiums parallel forum "Exploring New Pathways for Diversified Resolution of Commercial Disputes in the Greater Bay Area".
