On May 19, 2026, the Seminar on the Promotion and Implementation of the new Maritime Code (Seminar) was successfully held in Shanghai. The event was jointly organized by the China Shipowners’ Association, China Shipowners Mutual Assurance Association (CPI), China Maritime Law Association, China Maritime Arbitration Commission (CMAC), Shanghai Arbitration Commission, Dalian Maritime University and Shanghai Maritime University. The Seminar brought together experts from legislative bodies, judicial authorities, academia and shipping industry, focused on accurate interpretation of the new law and building cross-industry consensus. The Seminar comprehensively promoted the implementation of the new Maritime Code, which took effect on May 1, 2026, and consolidated a sound legal foundation for the high-quality development of China’s shipping sector. Dr. YANG Fan, CMAC Deputy Secretary General and Vice President of the CMAC Arbitration Court, delivered an opening address.
Dr. Yang pointed out that this seminar is held at the critical juncture of the new law’s entry into force, facilitating the smooth and orderly implementation of the new Maritime Code and ensure consistent application of the law across the sector. During the revision process of the Maritime Code, CMAC organized multiple research symposiums and submitted legislative proposals based on its abundant arbitration practice. Following the implementation of the new law, CMAC will keep leveraging its professional platform advantages to deepen interpretation and uniform application of the revised provisions, promote alignment with international rules, and support China’s efforts towards a strong maritime country.
