The Rule of Law and Openness Parallel Forum at 2025 Global Business and Law Conference & the 4th Northeast Asia International Commercial Dispute Resolution Summit Successfully Held in Qingdao

On November 5, 2025, the Rule of Law and Openness Parallel Forum at 2025 Global Business and Law Conference & the 4th Northeast Asia International Commercial Dispute Resolution Summit (Forum), hosted by the China Council for the Promotion of International Trade (CCPIT) and organized by China Maritime Arbitration Commission (CMAC), was successfully held in Qingdao. The Forum brought together leaders of renowned domestic and international enterprises from the business sector, as well as high-caliber legal experts and scholars from the legal field. Centering on the theme of Rule of Law Development and Dispute Resolution from a Global Perspective, the participants shared their insights, explored strategies for cooperation and mapped out paths for development, thereby injecting rule of law momentum into promoting high-standard opening-up. Nearly 600 Chinese and foreign participants from government departments, academia, the business community, and the legal sector attended the Forum.

At the opening ceremony, Mr. Liu Jian’nan, Vice President of CCPIT, and Mr. Zhu Bo, member of the Party Leadership Group of the Qingdao Municipal People's Government, delivered speeches respectively. The opening ceremony was presided over by Dr. Li Hu, Vice Chairman and Secretary-General of CMAC.

Mr. Liu Jian’nan stated that the 15th Five-Year Plan underscores the acceleration of the development of the foreign-related rule of law  system and capability, the improvement of international commercial mediation, arbitration, litigation and other dispute resolution mechanisms, providing a fundamental guidance for the development of economic and trade arbitration in the coming period. The CCPIT stands ready to collaborate with the business and legal communities to promote the high-quality development of arbitration in China. He proposed to deepen global cooperation to jointly address challenges in international economic and trade; to promote dialogue and exchanges to safeguard global economic development with high-quality arbitration services; and to enhance coordinated innovation and coordination to elevate the capacity of international arbitration services.

The Forum brought together insights from the domestic and international business and legal sectors, offering insightful suggestions for advancing high-standard opening-up and improving the global rule of law. It combined an international perspective with practical value, fully showcasing the distinctive features and highlights of commercial law dialogue and integrated development. Moreover, it has established a vital platform for enhanced dialogue and exchanges between Chinese and foreign business and legal communities, and played a positive role in fostering an open, inclusive, and win-win international commercial dispute resolution ecosystem in Northeast Asia.
